Tool 1: Certificate to PDF Converter
Tool 2: Multi-Page PDF Merge & Compressor
100% Private: All processing happens in your browser. Files never leave your device.
How this tool works
This tool redraws each page as a compressed image and merges everything into one PDF under 400 KB, the RRB limit for NTPC (Under-Graduate) documents. If the first result is too large, it lowers quality and resolution step by step until the file fits. Text in the result cannot be selected, which does not affect the upload.

FAQ
Is this PDF tool officially provided by RRB?
No. FreeApplyTools is independent. Our engine follows the RRB notification rules for 2026.

For most certificate uploads, the limit is 400KB. Our tool auto-compresses to stay under this limit.
Common NTPC (Under-Graduate) PDF Upload Errors
"PDF exceeds 400KB size limit"
The RRB portal blocks certificate uploads above 400KB. Our compressor automatically reduces file size while preserving readability.
"Multiple marksheets rejected — only single PDF accepted"
Many portals require all semester marksheets merged into one PDF. Use our merger tool above to combine multiple pages into a single file.
"Uploaded image instead of PDF"
Some portals only accept PDF format for certificates. Use our converter above to turn JPG/PNG images into properly formatted PDFs.
